Absentee Voting

Qualifications to Vote Absentee:

§17-10-3, Code of Alabama, 1975

  • The voter will be out of the county or state on election day.
  • The voter is physically incapacitated and will not be able to vote in person on election day.
  • The voter works a shift which has at least ten (10) hours that coincide with the polling hours at their regular polling place.
  • The voter is a student at an educational institution located outside the county of their permanent residence; and are, therefore, unable to vote at their usual polling place on election day.
  • The voter is a member of, or a spouse of a member of, the armed forces of the United States or are otherwise entitled to vote by absentee pursuant to the Uniformed and Overseas Citizens Absentee Voting Act, 42, U.S.C. 1973ff.
  • The voter has been appointed as an election officer at a polling place which is not their regular polling place.

A separate application must be submitted for each election. One application cannot be used for the Primary and Run-off Elections.

Upon receipt of the Application for an Absentee Ballot, the Absentee Election Manager will mail an Absentee Ballot to the address requested on the application.

Address / Name Change

If you are registered to vote in Russell County but have moved your residence within the county or changed your name since you last registered to vote, you must notify the Office of Voter Registration of these changes in writing.  You may complete, print and sign the Voter's Update Form. Mail the form to:

You will receive a new Voter Registration ID Card containing the new information and any change in your voting district or polling place.

Election Poll Workers Needed

Additional poll workers may be needed for the upcoming elections.

What are the requirements?

  • Be a qualified voter
  • Work in the precinct where you vote
  • Be able to work long hours. Polls are open from 7 A.M. to 7 P.M.(C.S.T.) or 8 A.M. to 8 P.M. (E.S.T.). You must allot two additional hours to allow for the opening and closing of the polls
  • Must attend poll workers' school. This requires approximately two hours of your time prior to Election Day. You will be notified of the date and time of the school.
  • Pay is $125 per day for inspectors and $100 per day for clerks.

Requirements

  • 18 Years of Age
  • U. S. Citizen
  • Resident of Russell County
  • Never convicted of a felony (unless rights have been restored)
  • Not declared mentally incompetent

Registering and Voting in Alabama

  • Registration is not by political party.
  • Only in Primary Elections must you declare your party at the polls.
  • In the November General Election you may vote for any candidate on the ballot - you can either vote a straight party ticket or a split ticket.
  • You must register to vote and make name or address changes in writing 14 days before an election to the Russell County Board of Registrars.
  • When you move from another county or state, you must re-register at the Russell County Board of Registrars.
  • You must vote at the polling place assigned to you in your precinct.
  • All polling places in Russell County are open from 7 A.M. to 7 P.M. (C.S.T.) 8 A.M. to 8 P.M. (E.S.T.) on Election Day.

You may register at:

  • The Board of Registrars, Russell County Courthouse, 1000 Broad Street, Phenix City, Alabama 36867.
  • All City Halls.
  • Public Libraries.
  • Armed Forces Recruiting Stations.
  • You may also register when applying for: State of Alabama Driver's License or Aid to Dependent Children, Food Stamps, WIC, Medicaid, or Rehabilitation Services.
  • A postcard registration form may be obtained by calling the Russell County Board of Registrars at 334-298-1443, the State Office of Voter Registration 334-242-4337 or the Office of Secretary of State, 1-800-274-VOTE (8683).
  • You may complete, print and sign Voter Registration Form for use if you have never before registered to vote or if you are presently registered in another Alabama county or another state.
  • Alabama law requires that all Voter Registration forms have original signatures. The completed form may not be faxed.
  • Voter registration forms must be filled out completely and returned to the Russell County Board of Registrars, Russell County Courthouse, 1000 Broad Street, P. O. Box 700, Phenix City, Alabama 36868.
  • You will receive a Voter Registration ID Card listing your voting precinct and the location of your polling place.
